In the event students do not adhere to the expected conduct, disciplinary action or sanctions may be imposed for the following violations:

  1. Possession, use, or distribution on campus of any controlled substance as defined by the laws of the United States or the state of Washington, except as permitted by law;
  2. Violation of the college policy on alcoholic beverages, which states: “Any student who, while in any college facility or participating in a college related program, uses, possesses, consumes, is demonstrably under the influence of, or sells any liquor as defined in RCW 66.04.010, in violation of law or in a manner which significantly disrupts a college activity, shall be subject to discipline.”

*Students convicted for the possession or sale of illegal drugs for an offense that occurred while receiving federal financial aid (grants, loans, work study) can lose their eligibility for federal financial aid.

U.S. Department of Education requirements

The Drug-Free Schools and Communities Act (DFSCA) was amended in 1989 in the Education Department General Administrative Regulations (EDGAR) Part 86 to include the Drug-Free Schools and Campuses Regulations.

Part 86 specifically includes drug and alcohol abuse prevention program requirements as a condition for receiving funds or any other form of financial assistance (financial aid) under any federal program for institutions of higher education. The college must certify that it has adopted and implemented programs to prevent unlawful possession, use or distribution of illicit drugs and alcohol by students and employees.

Annual Notification - Drug and Alcohol Abuse Prevention Program (DAAPP)

The college is required to provide written notification to all students and employees annually to include the following:

  1. Standards of conduct
  2. Possible legal sanctions and penalties
  3. Statements of the health risks associated with alcohol and drug abuse
  4. The alcohol and drug programs available to students, staff and faculty
  5. Disciplinary sanctions for violations of the standards of conduct.

Biennial Review

Every two years the college will conduct an extensive review of its drug and alcohol prevention programs to determine the effectiveness and consistency of sanction enforcement, in order to identify any areas in need of change. The in-depth review also includes program activities and an evaluation of their effectiveness, goals and outcomes, policies, and strengths and weaknesses of the prevention programs. Copies of the report are to be distributed to all students and employees.
