Purpose

These procedures are pursuant to the requirements of the Keep Washington Working Act, and limits “immigration enforcement to the fullest extent possible consistent with federal and state law . . . to ensure Colleges and Universities remain accessible to all Washington residents, regardless of immigration or citizenship status.” GA-34 Immigrant Rights and Nondiscrimination Policy and the following procedures provides clarity about Green River College’s role in ensuring educational opportunities for all individuals, while leaving immigration enforcement efforts to the federal government.

This is an evolving situation. This website will be updated as new information related to Keep Washington Working and SBCTC's guidelines are shared.

  1. All campus faculty and staff must direct any person engaged in or intending to engage in any immigration enforcement activity to the Campus Safety Office located in Student Affairs Building, SA-156. Phone 253-288-3350. This includes in-person and phone inquiries.  If possible, after directing the individual to Campus Safety, please call the dispatcher at 253-288-3350 to inform them that an individual engaged in Immigration Enforcement Activity is on their way to CS. In the event the officer will not go to Campus Safety, ask them to wait in the public space, call Campus Safety at 253-288-3350 and a Campus Safety Representative will come to you. 
  2. The Campus Safety Office (CSO) will; 
    1. Put the officer in contact with the Director of Campus Safety or in their absence, the Assistant Director of Campus Safety or in their absence the Onsite Supervisor. 
      Who will;   
    2. Verify and write down the person’s credentials (Name, Badge Number, law enforcement agency name). 
    3. Record the names of all the individuals they intend to contact. 
    4. Collect the nature of their business. 
    5. Request a copy of any court order, judicial warrant, or any other pertinent legal document. 
    6. Log the date and time.  
    7. Remind the officer that private offices, office suites, office clusters, classrooms, tutoring centers, private conference rooms, student clubs and organization spaces, Campus Corner Apartments, and labs are limited access space at GRC. 
    8. Provide a copy of GRC’s GA-34 Immigrant Rights and Nondiscrimination Policy to the officer for their information.  
  3. The CSO will escort the officer to the Office of the President and will remain with the officer for the duration of their visit to GRC. CSO will also deliver the information captured above to the Office of the President. Note: If the Officer refuses to accompany the CSO rep to the Office of the President, CSO will get the information to the Office of the President for their review. A CSO rep will accompany the Officer while on the GRC campus. 

  1. All campus staff must direct any person engaged in or intending to engage in any immigration enforcement activity to the Main Campus Safety Office, 12401 SE 320th Street, located in Student Affairs Building, SA-156. Phone 253-288-3350. This includes in-person and phone inquiries.  If possible, after directing the individual to Campus Safety, please call the dispatcher at 253-288-3350 to inform them that an individual engaged in Immigration Enforcement Activity is on their way to CSO. 
  2. If the officer refuses to comply, CSO on site staff will follow the procedure below.
  3. The Campus Safety Office (CSO) will; 
    1. Put the officer in contact with the Director of Campus Safety or in their absence, the Assistant Director of Campus Safety or in their absence the Onsite Supervisor. 
      Who will;

  4. The Office of the President shall review the court order or judicial warrant for signature by a judge and validity 
  5. For GRC to consider it valid, any court order or judicial warrant must state the purpose of the enforcement activity, identify the specific search location, name the specific person to whom access must be granted, include a current date, and be signed by a judge. 
  6. The Office of the President shall review written authority signed by an appropriate level director of an officer’s agency that permits them to enter GRC property, for a specific purpose. If no written authority exists, the Office of the President shall contact the appropriate level director for the officer’s agency to confirm permission has been granted to enter GRC property for the specific purpose identified. 
  7. Upon receipt and examination of the required information, the Office of the President will determine whether access shall be allowed to contact or question the identified individual and shall communicate that decision to the College President and the AAG. 
  8. If the requestor is seeking access or information regarding a student under 18 years old, the Office of the President shall make a reasonable effort, to the extent allowed by FERPA, to notify the parent/guardian of any immigration enforcement concerning their student, including contact or interview. 
  9. The Office of the President shall request the presence of a Campus Safety/GRC Employee Representative to be present during any interview. Access to information, records, or areas beyond that specified in the court order or judicial warrant shall be denied.  
  10. A CSO rep will accompany the Officer while on the GRC campus.
